ok this is a simple fast scrap.  You are making a CARD.  Easy huh?
the requirements for this card are
1. stamping
2. bling
3. color blue
4. at least 2-3 flowers in different colors /or textures   (if you use floral pp, counts as one flower no matter how many colors)
5. at least 2 different colors and/or patterns
Here are some examples I made up for you to see how diverse a card can be even using the same criteria
