Step #2:
This is probably the most time consuming part and a little tiring on your hand!
You are going to take your scissors and cut long skinny fringes all around each circle.
I recommend cutting in ½ to ¾ inch toward the center.  I also found it helpful to make a cut ahead of where I was cutting so as to keep the cuts going toward the center as you move around the circle.  See below.

 Sorry for the silly question, but is 24 gauge thicker or thinner wire? And, what did you use for your vase?

the smaller the number of the craft wire the thicker it gets.  so 20 is thicker than 24.

I used one of the old Prima flower milk jars

 OH my goodness--so pretty! I got this beautiful Evian bottle from my sister for Christmas--I am going to make a bunch of flowers that match my new scrap room and use that bottle as the vase! I love this!!!  Of course I will add some button flowers as well
