what in the world?!  lol. It makes me think of rolling up pages from a book to make something, either a wreath or another kind of rolling and making rosettes or flowers, or quilling is another "rolling" type of paper craft.  

will be interesting to see what is really going on here, I'll have to check Sunday or Monday night when I have a chance!

It is prom season, and almost wedding season.
