That cut file is awesome for the title, and I love how she did such amazing layering! Terrific use of the little embellishments, and photos that are still the star of the layout are other reasons I chose this one.
Honorable Mention goes to sherelm for her layout This Firecracker. I love the way she made the bottom of her layout the pool water, and the top looks like concrete, plus all the little embellies, and those adorable photos really caught my eye!
