I'm going with umbrella - because that seems like the most logical thing that you WOULD open on a city street, aside from a fire hydrant.

In PA it is illegal to open a container of alcohol but since it's supposed to be a dumb law, I'm going to guess C. An umbrella.
I'm going with Fire Hydrant just because I can't imagine all of the people that would get tickets if it were an umbrella.
